摘 要 工伤预防的出现已经有一百多年的历史，虽然在人类历史上这段时间十分短 暂，但其对当今社会带来的效益却是巨大的、可持续的。我国的工伤预防相对于 发达国家来说起步较晚，受到的重视程度也不够，目前还存在“重补偿、轻预防” 的问题，而具体到徐州市，工伤预防的问题则更多。实际上，工伤预防有利于工 伤保险事业的健康发展，更会为职工、企业和社会带来长远利益。因此，研究徐 州市的工伤预防问题十分有必要。 本文从工伤预防相关的基础理论和徐州市工伤预防工作出发，试图从多角度、 多种研究方法分析徐州市工伤预防的问题、原因，并吸取多方优秀成果，总结出 因地制宜的解决途径。首先，通过对文献和工伤预防的工作资料进行阅读、分析， 了解工伤预防相关概念，其次在了解徐州市工伤预防工作的现状后，分析当前的 问题和产生的原因。最后，在徐州市工伤预防问题进行分析原因的基础上，结合 德国和日本先进的、可借鉴的经验做法、制度制定，主要在工伤预防政策制定和 工作途径、工伤保险的费率和覆盖面、社会参与度等多方面提出符合解决问题的 有效对策和建议。 关键词：工伤；工伤保险；工伤预防；徐州市 I Abstract The emergence of work-related injury prevention has a history of more than 100 years. In spite of it has a short time in human history, however its benefits are huge and sustainable to todays society. Compared with developed countries, Chinas work on work-related injury prevention started relatively late and received insufficient attention. At present, there is still the problem of paying more attention to compensation and ignoring prevention, and specific to xuzhou, work-related injury prevention is more problems. Actually, the prevention of work-related injuries is conducive to the healthy development of work-related injury insurance, and will bring long-term benefits to workers, enterprises and society.
