摘 要 2017 年 12 月，徐州市在原环境保护部通报74 个重点城市空气质量相对较 差的后 10 位城市中位列倒数第一，是2017 年省内唯一未完成国家 “大气十条” 目标任务的设区市，大气环境质量连续三年全省倒数第一，大气污染防治形势异 常严峻。徐州市委、市政府高度重视大气污染治理工作，实施了行政控制，监管 限制，经济激励和公众教育等机制措施，但大部分的治理措施是依靠政府强制力 推行的，空气质量得到改善的同时也极易引发社会风险，增加社会不稳定因素。 当前，徐州市大气污染治理进程中主要存在的问题有环境管理体制呈现分割 式的特点、大气污染治理政策工具使用不平衡、大气污染治理存在一定的社会风 险三个问题。造成这些问题的原因分别是区域协同治理各方的利益难以平衡、政 府绩效考核指标压力大和大气污染治理风险意识薄弱。建议从建立淮海经济区大 气污染协同治理机制、优化大气污染治理政策工具多元体系和完善大气污染治理 社会风险防范机制三个方面进行治理。 关键词：大气污染治理；政策工具多元化；淮海经济区协同治理；社会风险 I Abstract In December 2017, Xuzhou City ranked first from the bottom 10 cities in the 74 major cities with relatively poor air quality reported by the Ministry of Environmental Protection. It is the only province in 2017 that has not completed the national atmospheric ten target task. Districts and cities have the lowest air quality in the province for three consecutive years, and the situation of air pollution prevention is extremely severe. The Xuzhou Municipal Party Committee and the Municipal Government attach great importance to the work of air pollution control and have implemented new mechanisms and measures such as administrative control, regulatory restrictions, economic incentives and public education, but most of the measures are implemented by government coercion and air quality is improved It is also very easy to cause social risks and increase social instability.
