摘 要 摘 要 随着市场监管系统的深化改革，特种设备安全监管管理面临着诸多问题，由于 特种设备具有危险性、易发性、特殊性，特种设备的安全直接地关系到生产安全和 公共安全，一旦发生事故或故障后造成的人员伤亡、经济损失较大，传播范围广， 社会影响恶劣。当前特种设备数量快速增长、人员数量配备不足情况下，且H 省地 处京畿重地，在保障H 省人民群众的生命和财产的安全，维护良好社会秩序和经济 稳定的同时，保障好首都周边安全稳定的环境也尤为重要。目前H 省正处于机构改 革合并的进程中，因此H 省特种设备安全监管亟需一种新的变革和转变，所以对H 省特种设备安全监管研究具有重要的现实意义。 本文以H 省特种设备安全监管为研究对象，主要研究内容如下，首先，从安全 与监管视角出发，在详细梳理国内外研究安全监管研究现状的基础上，通过对当前 的H 省特种设备安全监管的现状进行了深入的研究和分析，并探究了其主要存在的 问题；其次，依据PDCA 理论模型构建H 省特种设备安全监管，将该监管模型依次划 分为事故预防、安全准备、安全核查、安全处理四个阶段；然后，根据此监管模型 确定了评价项目和指标体系，在通过专家调查问卷的基础之上，运用层次分析法确 定指标权重，接着利用模糊评价方法对此评价体系进行了综合分析与比较；最后， 根据得到综合评价结论，针对当前工作中的欠缺环节分别提出合理的对策与建议， 旨在为接下来H 省特种设备安全监管研究工作开展提供一定的依据和参考。 关键词：特种设备；安全监管；PDCA 理论；评价方法 I Abstract Abstract With the deepening reform of market regulation system, special equipment safety supervision management is facing many problems, due to the special equipment risk, liability, special, special equipment safety directly related to production safety and public security, once the accident or fault caused by casualties, economic losses are large, the spread of wide, social influence is bad.
