摘 要 我国企业职工基本养老保险基金收支矛盾日益突显，可持续运行面临风险，G 省的基金运行情况也不容乐观。本文以 G 省企业职工基本养老保险基金为研究对象， 对其运行可持续性进行了研究。 首先，对企业职工基本养老保险基金的相关理论、养老保险基金的可持续性内 涵、G 省企业职工基本养老保险基金的收支现状进行了系统阐述，在此基础上，对 G 省企业职工基本养老保险基金的近期、远期收支情况进行预测，并结合可持续性内 涵，对 G 省基金运行的可持续性进行了分析，结果表明：维持 G 省企业职工养老保 险基金收支平衡越来越困难，对财政补助的依赖性越来越强，基金可持续运行面临 较大风险。 其次，从企业职工基本养老保险基金收入、支出、制度设计等方面分析了 G 省 企业职工基本养老保险基金可持续运行的影响因素及存在的问题。其中，使用 SPSS 软件对养老保险基金收入变动因素、支出变动因素进行了回归分析，结果表明：G 省在岗职工平均工资和在岗参保职工人数对养老保险基金收入有一定影响，前者对 养老保险基金征缴收入的影响稍大于后者；G 省养老金人均支出和参保离退休人数 对养老保险基金支出的影响均比较显著，前者对养老保险基金支出的影响不及后者。 最后，借鉴国外发达国家基本养老基金运行的经验，提出推进 G 省企业职工养 老保险基金可持续运行的对策建议：一是通过提高在岗职工平均工资、增加参保缴 费人数、减少中断缴费人数、实行适当的缴费率、增加财政投入等措施，拓展基金 收入来源。二是通过适度提高企业退休职工基本养老金水平、完善待遇审批内控机 制、运用信息化手段杜绝基金跑冒滴漏等措施，严格控制基金支出。三是通过划拨 部分国有资本充实社保基金、完善养老金计发及养老金待遇调整机制，提高企业职 工基本养老保险最低缴费年限，制定鼓励延迟领取养老金的政策等措施，完善基金 制度设计。四是加强个人养老金制度，减轻基金收支平衡压力，增强国民养老保障 水平。 关键词 基本养老保险基金；可持续运行；收入；支出；风险 I Abstract As the contradiction between the income and expenditure of the basic endowment insurance fund (BEIF) for the enterprise employees in China becomes increasingly sharper day by day, it is posing a risk for its sustainable operation. The fund operation of G province reveals a similar picture. This paper has studied the sustainability of the operation of BEIF for enterprise employees in G Province.
