The local governments have to cut down the money in several field, such as libraries, public transportation, police. If we must choose an area from three of them that to reduce the money, I prefer libraries to other two areas. There are at least three factors to support this opinion. First of all, it is less significant for local governments to invest money in libraries than public transport or police. People can do all things in other places instead of doing in libraries. For instance, reading in the bookshop or computer, studying in home or school, surfing the Internet in Internet cafes and so on, there are numerous accessible methods. Anyway, libraries are not necessities （必需品） of daily life. On the contrary, police is more vital than libraries. A more essential reason is that if the society doesn ’thave a healthy police system, the social security will not be guarantee. Nonetheless, enhancing the investment of police system is a prerequisite for having a healthy police system.
