精品文档，助力人生，欢迎关注小编！ 河南省高新技术产业RD,效率分析 罗娟 李京璇 [摘 要]科技高速发展，河南省作为农业大省及人口基数大省，高新技术产业的发展仍然存在着局限性。以为河南省高新技术产业发展做出贡献为研究目标，从生产经营、产业结构、进出口三方面对河南省高新技术产业的现状进行分析。同时简要分析当前河南省高新技术产业RD的投入及产出现状。基于现状分析，利用DEA模型分析20XX—20XX年河南省整体的高新技术产业RD效率以及各行业20XX—20XX年的RD效率。通过分析发现，河南省高新技术产业整体RD效率稳定，但各行业发展不平衡，即医药制造业以及医疗设备及仪器仪表制造业规模收益递减。为了提高河南省高新技术产业RD效率，提出相应的对策建议。 [关键词]高新技术产业;RDEA;效率;河南省 [中图分类号] F124.3 [文献标识码] A [文章編号] 2095-3283（2020）11-0073-05 Abstract： With the rapid development of science and technology， Henan Province， as a large agricultural province and a province with a large population base， still has limitations in the development of high-tech industries. Analyze the current situation of high-tech industries in Henan Province from three aspects： production management， industrial structure， and import and export. Based on this， the DEA model was used to analyze the overall RD efficiency of Henan Province from 20XX to 20XX and the RD efficiency of various industries from 20XX to 20XX. Through analysis， it was found that the RD efficiency of Henans high-tech industry is stable. The manufacturing industry and the medical equipment and instrument manufacturing industry have diminishing returns in scale.Finally， in order to improve the RD efficiency of high-tech industries in Henan Province， corresponding countermeasures and suggestions are put forward. Key Words： High-tech Industry; R DEA; Efficiency; Henan 河南省是全国的农业大省，同时也是全国的人口基数大省，要想推动全省的经济高速发展及社会进步，则需要将发展重心放在高新技术产业上，加强对企业的培育，建立产业集群，支持高新技术产业发展。20XX年河南省已有的高新技术产业达到1136家，其中，医药制造业474家居为首位。全省高技术产业增加值占规上工业增加值的10%。同时，河南省高技术产业的科学研究与试验发展（Research and development，RD）经费投入强度也逐渐增强;20XX年，河南省高新技术产业RD人员投入量达到25166（人年），占全国2.95%。河南省高新技术产业RD内部支出为72.83亿元，占全国总量2.05%。 河南省高新技术产业的发展仍存在着局限性及问题。研发创新是一项复杂的过程，高新技术产业的发展也不仅取决于其投入，更重要的是高新技术产业的研发效率。因此，为促进河南省高新技术产业的发展，提高其研发效率，对RD效率进行分析并提出建议。 一、河南省高新技术产业现状 在科学技术高速发展的现代，高技术产业的蓬勃发展更能带动经济发展。从生产经营、产业结构、进出口分析河南省高新技术产业现状。 （一）生产经营方面 高新技术企业发展迅速。由图1可以看出，20XX年河南省高新技术产业企业达到了11
