The efficiency is definitely more important than the speed of the economic growth. Although the investment contributes a lot to the GDP, the efficiency of investment is not that good. The sustainability of the economic growth is mostly determined by the capability to distribute the factors efficiently, rather than by the supply of the factors. That is to say, how to choose investment and operate it with reasons is crucial to Chinese economic transformation period. Therefore we began to focus on the measurement and judgment of the efficiency of investment with different ways, trying to analyze the profound problems in Chinese economic transformation and to find proper ways for Chinas future challenge. In this paper, the study is based on the new economic growth theory and the Chinas overall investment situation, utilizing the inter-provincial panel data analysis on China to the eastern、 central and western regions economic growth. Our major focus will be the existence and the reasons of differences of the capital of state-owed economy、private economy and foreign direct investment in the three regions. The results suggest that among the various elements in promoting economic growth, the domestic state-owned capital is still obvious, which shows that the state-owned economy still occupies an significant position in the Chinese economic system, particularly in the middle and western regions. In Chinese transformation period, FDI stimulating effect on the overall economic growth is not significant, which may be related to ignore the FDI effect of spillovers. And the private capital investment in promoting economic growth is not obvious, mainly because of its messiness and decentralization compared to the state-owned economic capital, and the strong competition in the area of investment
