日照市义务教育学段音乐教师交流轮岗现状研究.pdf

摘要 摘 要 自2012年国家正式启动义务教育均衡发展工作以来,全国已有85%的县 (市、区) 达到基本均衡标准。经费、硬件及师资的标准配备为农村薄弱学校音乐教育发展奠定了坚 实的基础。然而,音乐教师配置不均已成为制约城乡音乐教育优质均衡发展的瓶颈。实施 音乐教师交流轮岗,应该是均衡优质师资配置的有效途径之一,对提升农村薄弱学校音乐 教育水平和发挥音乐教育 “育人”作用意义重大。 本文以日照市义务教育学段为例,聚焦交流轮岗音乐教师群体,选取三位具有代表性 的教师作为个案进行长期追踪和深度访谈;同时结合问卷调查、文献查阅等方法,从宏观 与微观两个层面掌握日照市音乐教师交流轮岗的实施现状;找出音乐教师交流轮岗存在参 与面小、人事管理考评不畅、交流实效不足等问题,剖析成因并提出理顺人事考核机制, 稳定交流期限等改善策略。论文包括四个部分:绪论概括了研究对象的界定、研究思路及 研究现状;第一章从政策背景、问卷调查和教师个案三个维度对日照市音乐教师交流轮岗 实施现状进行研究;第二章对当前日照市音乐教师交流轮岗存在的主要问题进行梳理和原 因剖析;第三章提出日照市音乐教师交流轮岗改善策略及研究反思。 关键词:义务教育;音乐教师;交流轮岗;教育公平 I Abstract Abstract Since the government has formally launched the education balanced development progress in 2012, 85% of the counties in China have reached the balanced standard.Funds, hardware and the standard allocation of teacher have laid a firm foundation for the musical educational development of rural schoolsweak in music education.However, the unbalanced distribution of music teachers has become the bottle-neck restricting the urban and rural area’s bright musical development.The implementation of exchanging music teachers is one of the effective ways to balance the allocation of high-quality teachers, which is of great significance to improve the music education level of weak schools in rural areas and it also plays an important role of educating students. Taking compulsory education section in Rizhao asan example,thisarticle focuses on music teacher groups in exchangingrotation.I selectedthreerepresentativeteachers as individual cases for long-term tracking andin-depth interview.At the sametime,with themethod of questionnaire survey and literature materials,I analyse the implementation status of music teacher exchange rotation in Rizhao from macro andmicro levels.Andthen,I clari
