咸阳城市管理综合行政执法现状、问题及对策研究.docVIP

PAGE PAGE XVI PAGE PAGE 14 摘 要 随着我国城市化进程的加快，城市管理变得相当复杂，这成为了许多城市当前急需处理的问题。而城市管理综合行政执法(以下简称城管执法)对于城市管理起着重要的作用，经历了二十多年的各地试点和不断推进，城管执法的确解决了多头执法、执法交叉、效率低下等一系列问题。但就目前的情况来看，城管执法体制并不够完善，执法过程中又遇到了一些棘手的问题，如执法人员素质较低、监督机制缺失、执法制度不完善等。因此本文首先对课题的背景及相关概念进行了界定。其次，以咸阳作为研究对象，指出咸阳城管执法当前存在的主要问题。再次，通过查阅国外关于城管执法方面的文献，从中总结出经验。最后结合咸阳当地的情况进行原因分析，提出切实可行的对策，推进城管执法深化改革。 关键词: 城市管理；综合执法；对策；咸阳市 ABSTRACT With the acceleration of urbanization in China, urban management has become quite complex, which has become an urgent problem for many cities. The comprehensive administrative law enforcement of urban management (hereinafter referred to as urban management law enforcement) plays an important role in urban management. After more than 20 years of pilot and continuous promotion, urban management law enforcement has indeed solved a series of problems, such as multiple law enforcement, law enforcement overlapping, inefficiency and so on. However, as far as the current situation is concerned, the urban management law enforcement system is not perfect enough, and some thorny problems are encountered in the process of law enforcement, such as low quality of law enforcement personnel, lack of supervision mechanism, imperfect law enforcement system and so on. Therefore, this paper first defines the background of the subject and related concepts. Secondly, taking Xianyang as the research object, this paper points out the main problems existing in Xianyang city management law enforcement. Thirdly, through consulting foreign literature on urban management law enforcement, we can summarize our experience. Finally, based on the analysis of the local situation in Xianyang, practical countermeasures are put forward to promote the deepening reform of urban management law enforcement.
