随着近几年来经济的快速发展，一些大中城市中普遍出现了房价虚高、中低收 入人群无法凭借自身收入改善居住条件等一系列的社会问题。解决这类社会问题的 有效途径就是大力发展保障性住房的建设，虽然我国的保障性住房建设起步较晚， 但当前已取得了积极的效果和良好的社会效应，为经济社会的平稳较快发展提供了 良好的社会保障。 然而虽然当前国内保障性住房建设虽己全而铺开，但是现阶段我国保障性住房 建设和管理总体上带有探索性质，在政府政策的支持力度、土地的规划利用、建设 资金的保证、项冃工程的管理监督、工程建设质量的保证、建成后的配套后续机制 等方而仍存在着很多亟待解决的问题，尤其是在当前国内外经济不景气的大环境下, 保障房建设资金的筹集是摆在政府而前的一道亟待解决的难题。 木文以住房公积金作为支持保障房建设的重要组成部分为分析对象，以湖州市 住房公积金支持保障性住房建设方案为研究个案，在描述和分析全国保障性住房建 设当前总体情况及公积金闲置资金使用情况的基础上，指出在当前国内外整体经济 形势不景气、保障性住房建设任务繁重的情况下，保障性住房建设存在的资金来源 紧张、政策支持不足、组成分配结构单一、无法充分利用社会闲置资金以及住房公 积金结余资金利用率过低的问题；然后从完善保障性住房政策支持力度、建立“多 渠道，宽领域”的保障性住房资金筹措渠道、提高住房公积金闲置资金利用率、完 善社会基本住房保障制度等角度，提出了利用住房公积金支持保障性住房建设的对 策和建议。 矢键词：湖州市保障性住房 住房公积金闲置资金 Abstract With the rapid economic development in recent years, there is a series of social problems appear in some large and medium-sized cities that has a very high prices on house, low-income people can not rely on their own income to improve thr living conditions. Effective way to solve these social problems is to vigorously develop the affordable housing construction, although China started late on affordable housing construction, but it has achieved positive results and good social effect, and it also provides a suitable environment for the steady and rapid development of economy and society.
