低碳新时代我国应对“碳关税”贸易的战略 内容摘要：随着全球步入绿色环保的低碳时代，西方发达国家先后提出了“碳关 税” 的概念，它已经成为发达国家限制发展中国家贸易出口的一种新形式的贸易 保护手段。关税会对中国出口企业成为一个实实在在的负担，一个重大的威胁。 因此，深入探讨造成这种局面的原因以及应采取怎样的应对措施，已经刻不容缓。 本文通过对碳关税的起源背景，发展状况以及全球经济贸易形式进行实证分析后 得出，在新形势下，要在国际上的“碳关税”贸易中占据主动，必须制定合理的 自愿减排标准，并且要呼吁合理分配碳排放权以及参与制定国际碳排放量参考标 准。而在国内，我们应该发展低碳经济并增强出口企业竞争实力，建立自我约束 的“碳税”制度，提高能源利用率，降低二氧化碳的排放，减少劳动密集型和高耗 能产业的发展，进行体制改革，切实提高我国能源利用方式。 关键词：低碳 碳关税 贸易保护主义 节能减排 Abstract ：With the global environment come into a green period. Western countries have proposed a concept,says carbon tariff .When it appears, has already become a new form of trade protection measures that the developed countries restrict exports on developing countries .Chinas export tariffs will be a real burden on enterprises, a major threat.Therefore, finding depth reasons for this situation and what response measures should be taken, is of great urgency.Based on the background of the origin of carbon tariffs, development and global economic and trade form, obtained by empirical analysis, in the new situation, to the international carbon tariff trade, take the initiative, to develop a reasonable standard of voluntary emission reductionand to appeal to a rational allocation of carbon emissions and carbon emissions involved in the development of international reference standards.In China, we should develop a low carbon economy and to enhance the competitiveness of export enterprises, the establishment of self-restraint carbon tax system, improve energy efficiency and reduce carbon dioxide emissions, reducing labor-intensive and energy-intensive industries, thereform, and effectively improve our energy use.
