建设工程项目施工定额与预算定额的比较分析研究 摘 要 施工定额与预算定额是基本的定额，而施工定额是预算定额的编制基础。本文对定额进行说明，目的是说明在资源用量较少时，生产出来的建设工程产品是合格的并且生产出来的产品更多的，收获的经济效益是更多的。而在建筑工程中，选用何种定额，往往对工程项目具有重要意义。因此，研究定额具有其深远意义。 定额的产生由来已久。而定额的产生也可追溯到 19 世纪末，先后经历了古典管理理论、科学管理、施工定额、预算定额及概算定额，其中施工定额与预算定额都是定额的基础。本文主要研究的问题是：施工定额与预算定额的比较研究。 本文首先介绍了施工定额与预算定额的来源、含义、编制、局限性及影响等内容。然后从定额的产生背景和所处的发展阶段、定额的目标和范围、定额的编制方法、研究思路和框架、定额的适用范围及对企业的影响等诸多方面对二者进行全面、客观的比较分析，目的是使读者全方位的了解施工定额与预算定额的异同。最后将给出两者的有实际情况，分别对施工定额和预算定额两种定额进行分析，旨在发现两种定额的异同。 关键词：定额；施工定额；预算定额；比较分析； ABSTRAT Construction norm and budget norm are basic norm, and construction norm is the establishment basis of budget norm. In this paper, the quota is explained, the purpose is to show that in a small amount of resources, the production of construction engineering products is qualified and the production of more products, the harvest of economic benefits is more.But in the construction engineering, chooses which kind of quota often has the vital significance to the project.
