PAGE PAGE 1 摘要 随着我国经济建设的快速发展和基本建设投资规模的不断扩大，中国市场对工程项目进行工程造价控制的要求十分迫切。在社会主义市场经济的大环境下，人们对工程造价的控制越来越严格，采取的手段也逐渐多样化，如何使得工程造价降低，追求利润最大化和利益最大化，将成为整个相关行业的控制点。 工程造价控制是工程建设的一个重要部分，要想高效的控制项目中的造价提高本项目的投资效益，就一定要进行项目建设全过程（决策阶段、设计阶段、招投标阶段、施工阶段及竣工阶段）的控制，采用科学的方法，施行有效措施，正确的确定工程项目的造价进而采取造价管理，使工程项目建设过程中花费的所有费用控制在允许的限额内，并及时纠正产生的误差，用来保证投资预算。设计概预算和竣工决算等管理目标的实现，最终达到有效使用人力、物力、财力，获得最大投资收益的目的。 关键词：工程造价;造价控制;造价管理;建设全过程 ABSTRACT With the rapid development of Chinese economic construction and the continuous expansion of capital investment, the requirement of engineering cost control in the Chinese market is very urgent. Under the circumstance of socialist market economy, peoples control of project cost becomes more and more strict, and the means adopted are gradually diversified. How to reduce project cost, pursue profit maximization and profit maximization will become the control point of the entire related industry. The project cost control is an important part of the project construction. If we want to control the cost of the project efficiently, the investment benefit of the project will be improved. To control the whole process of project construction(the decision-making stage, the design stage, the bidding stage, the construction stage and the completion and settlement stage), adopt scientific methods, implement effective measures, and correctly determine the cost of a project and then adopt cost management. Keep all costs incurred during the construction of the project within permitted limits and correct errors in time to ensure the investment budget.
