On the one hand, the central government wants to complete the supply side reform, deleveraging, de stocking and de capacity, and industries including the construction industry are facing great challenges; on the other hand, the central government is also timely balancing through the demand side. The government carries out the macroeconomic policy keynote of seeking steady development. Through the moderate expansion of aggregate demand, it continues to adopt active fiscal policy and prudent monetary policy to promote the sustainable and stable development of the national economy. Government investment projects are not only a good way for the government to moderately expand the total demand, but also a hot topic of social concern. They play a guiding role in the market while being supervised by public opinion. Therefore, how to control the construction cost of government invested projects and avoid the loss of state funds is of great significance.
