摘 要 在当今社会文明高度进步，社会经济飞速发展的形势下，公众已经逐渐地成为社会活动的主要参与者与监 督者，政府的治理则必须要以社会公共需求为导向，这样才能满足时代的发展要求。建设服务型政府，已 成为我国公共行政改革的主导方向与重要目标选择，对此我国的各级政府一在改革中达成了一定的共识。 但是，从理论上看，我国服务型政府建设的理论相对较落后于实践，对服务型政府建设上的认识十分模糊 不清，从而成为制约我国服务型政府建设实践的突出问题。另外，从实践上看，我国政府治理还存在着一 些亟待解决的问题。因此，如何能够建立起公众满意的政府，目前我国在建立服务型政府的道路上存在哪 些问题，如何去扫清这些障碍，并找到适合在中国国情的公共服务型政府创新发展的举措，对我国服务型 政府建设有着极为重要的研究价值。我国服务型政府构建是一项系统工程，涉及到行政体制改革的各个方 面。在建设服务型政府的过程中，要求我们既要大胆吸收国际经验，又要立足基本基本国情，形成具有中 国特色的新的服务型政府[1]。 关键词：政府治理；服务型政府治理；地方政府治理研究 Abstract In the present situation of high progress of social civilization and rapid social and economic development, the public has become the main participant and supervisor of social activities. Government governance must be guided by social and public needs to meet the requirements of the development of thetimes. The construction of service- oriented government has become the leading direction and important goal choice of Chinas public administration reform. However, in theory, the theory of the construction of service-oriented government in our country is lagging behind the practice, and theunderstanding of the construction of service-oriented government is obscure, which has become a prominent problem that restricts the construction practice of service type government in our country. In addition, from the practical point of view, there are still some problems to be solved in our government governance. Therefore, how can we establish the government with the satisfaction of the people, what problems exist on the road of establishing a service-oriented government in China, how to clear these obstacles, and find the measures for the innovation and development of the public service type government suitable for the national conditions of China, which has a very important research value for the construction of the service-oriented government in our country.
