摘要 食品安全一直以来和人们的生活都有着最直接的关系，相关话题也一直受到很多的关注。但是近几年我国 食品安全经常出现各种事故。对我国的发展十分不利，也带来了很大的财产损失。我们国家政府应该将食 品 x 工作作为研究的重点，确保食品的质量安全，保证国家的长治久安。 本文主要内容是运用新公共服务理论和食品安全理论作为理论基础，来进一步研究我国食品 x 情况，从新 公共服务理论的背景、内容和借鉴三方面来进行说明，在新公共服务理论下的食品 x 的概念、特征和发展 历程来进行分析说明，结合国内和国外政府社会食品安全方面监管的相关理论，总结其中的经验。通过这 些内容的分析发现其中存在很多问题，并找到问题的成因，认为只有明确地方政府食品 x 的责任、完善政 府食品 x 体系建设、强化相关参与机制，才能更好地促进食品安全的发展。 本文主要选择了文献分析法和案例分析法来进行相关研究，通过知网、万方、维普等正规网站查阅相关文 献，对新公共服务理论和食品 x 的一些研究进行整理总结，在此基础上结合案例分析的方法，分析食品 x 存在的漏洞，了解我国目前食品 x 的情况，充实论文内容，完整框架结构，为写作打下坚实基础。 关键词：新公共服务理论；食品安全；监管；体系完善 Abstract Abstract Food safety is closely related to peoples life, have been related topics has been attracting the attention of a lot, too. But in recent years our country food security form is very serious, often appear all sorts of food safety accidents. Its very bad for our country, and it has caused a lot of property damage. Our national government should focus on food safety management, ensure the safety of foodand ensure the long-term stability of the country. In this paper, the main content is to use the new public service theory and food safety theory as the theoretical basis, to conduct the thorough research to the food safety management situation in our country, the background of the new public service theory, content, and draw lessons from three aspects to explain, under the new public service theory of the concept, characteristics and development of food safety management is analyzed, combined with domestic and foreign relevant methods social food safety management by the government. Through the analysis of the content to find the problem of food safety supervision in our country, and find out the factors leading to these problems, think only define the responsibility of local government food safety supervision, improve the food safety supervision system construction, strengthen the mechanism involved in the regulation of food safety, to better promote the development of food safety.
