Professor Pans points of view can be summarized as follows： to defend the education sovereignty， to separate the education sovereignty from education property rights and to clarify the education sovereignty on the premise of safeguarding education property rights. Education sovereignty， as the embodiment of national sovereignty in the education， is neither transferable nor violable. It would be helpful to attract both domestic and foreign investment into education， giving full play to the initiative of the school operators and securing the dominance of the education authority as well as promoting the enforcement of the education sovereignty to clarify education property rights and to endow the school operators with more autonomy. 教育乃是扎根培元的宏伟大业，教育的根柢首在立德树人。潘懋元先生作为中国高等教育事业的奠基人和立人伟业
