PAGE PAGE 17 杭州市民营养老机构现状与发展研究—— 基于老人，护理人员，管理者三方关系视角 摘要：杭州在1987年就已进入老龄化社会。截至2015年底，杭州老年人口数量已超过143万人，占总户籍人口的20%以上。其中，80岁以上的高龄老人占比近17%，纯老家庭占18%，失能半失能老人占6%。如何解决好他们的养老问题，已经越来越为社会所关注。2014年5月12日，浙江出台了《浙江省人民政府关于加快发展养老服务业的实施意见》，文件指出：到2020年，每千名老年人拥有社会养老床位达到50张，其中机构床位数不少于40张，护理型床位占机构床位比例不低于50%，民办（民营）机构床位占机构床位比例力争达到70%。但是到现在为止，民营机构占比仍不到养老机构的一半，民营机构必将是未来发展的重要方向。本文将老人，护理人员，管理者三者结合起来，从人的角度来对养老机构问题进行研究，以求探索目前民营养老机构里面老人的生活状态如何，老人和护理人员的关系如何，老人和管理者或者说养老机构的关系如何，管理者又是如何看待老人和护理人员关系，公办机构是否也具有类似情形。最终从这些关系中探索民营养老机构的问题和出路。 关键词：养老机构老人三方关系问题与发展 Current situation and development of Hangzhou public nutrition and nutrition institution——Based on the elderly, nursing staff, managers from the perspective of the relationship between the three parties Abstract: Hangzhou in 1987 had entered the aging society.
