PAGE PAGE 21 基于复合系统协调性的柯桥纺织产业环评实施研究 摘要：纺织产业作为柯桥区的支柱产业，为柯桥的经济发展做出了重大贡献。随着经济全球化的不断扩张，柯桥经济不断发展，纺织业作为劳动密集型产业，面临着前所未有的挑战。柯桥纺织业产业转型升级迫在眉睫。本文通过复合系统协调性分析法分析论证柯桥经济发展与资源环境之间矛盾，解释环评实施初期的影响和问题，并对环评实施过程中所遇到的问题提出相关的意见和建议。最后根据复合系统模型得出的趋势和所学理论预测环评的实施最终将有助于纺织产业结构的转型升级，提高柯桥复合系统的协调程度。 关键词:复合系统协调性环评柯桥纺织业产业转型升级 Implementation of Keqiao EIA about textile industry based researching coordination of complex systems Abstract: Textile industry as a pillar industry in Keqiao has made a significant contribution for economic development. With the continuous expansion of economic globalization and economic development of Keqiao,textiles,as labor-intensive industries is facing unprecedented challenges. Transforming and upgrading the textile industry of Keqiao is imminent.Through analysis of the coordination of complex systems analysis demonstrates the contradiction between economic development and environmental resources, to explain the issues and effect about the initially implementation of the EIA then gives some relevant comments and suggestions. Finally, the article will predict that the implementation of the EIA eventually is helpful to upgrade the textile industry structure and to improve the degree of coordination of Keqiao’s complex systems according to the trend derived from coordination model of composite systems and other industrial theories. Keywords: EIA Coordination of complex systems The textile industry of Keqiao Industrial transformation and upgrading 一、 绪论 柯桥区，位于拥有五千年文明的浙江绍兴，冠有“鱼米之乡”的美誉。四季分明的气候，地处亚热带温带，合适农作物的生长，主要种植水稻和棉花。作为“东方威尼斯”绍兴的一个县城，面积约为1040平方公里，内部河道纵横交错，风景优美。柯桥历史悠久，人才济济，书画名家不计其数，素有“文化名城”，但柯桥享誉国外的是它的丝绸，这也使它成为浙江省经济最发达的地区之一。 柯桥区位于长三角经济区，2013年纺织市场的交易额为625亿美元。它建设的中国轻纺城是全亚洲最大的布匹集散中心。柯桥的沿海地理位置为其纺织品出口提供了一大便利，截止到2013年，柯桥纺织品出口额为101.25亿美元，是浙江省第一个单行业出口破百万亿美元的区。纺织业作为柯桥的支柱产业，给柯桥带来了巨大的发展。改革开放后，柯桥紧紧抓住发展的机遇，大力发展纺织产业，大步迈开“走出去”的步伐，柯桥的人均产值不断增加，近年来人均GDP增速保持在10%以上。人民生活水平的提高，吸引了不少外来务工人员。到2013年，柯桥的暂住人口达65.29万人，占全区人口总数超50%。这也成为纺织产业发展的“人口红利”。 产业结构的演变规律是从第一产业到第二产业再到第三产业，其中主导产业群从低附加值产业到高附加值产业，资源结构
