PAGE PAGE 46 基于多维体系视野的“两分两换”新模式探究 ——以嘉兴市3镇190位农户的调查为例 摘要：研究目的：“两分两换”是宅基地与承包地分开、拆迁与征地分开，以承包地经营权换取社会保障，以宅基地换取住房的土地流转新模式，通过对“两分两换”现有模式的探讨，总结现有体系问题，以期制定“两分两换”完善的新体系，创新土地流转模式、促进新型城镇化、城乡一体化，更进一步地为其他地区的土地流转提供借鉴和理论指导。研究方法：在阅读大量文献和专家指导基础上，设计初步问卷进行试调研，根据试调研结果修正问卷，最终将“两分两换”体系具体化为农户自身禀赋条件、政策体系、制度体系、评估体系、融资招标体系、利益分配体系、土地使用体系、法律体系、监管体系、投资公司体系、社会保障体系等11个体系，针对嘉兴市七星镇、姚庄镇、新丰镇三个镇200位农户进行实地调研和访谈，获得访谈信息（含案例）和问卷数据。在问卷基础上，对农民基本情况与总体满意度进行相关性分析，对各个体系满意度与各体系内部要素进行交叉分析。研究结果：（1）“两分两换”政策的满意度与学历呈现正相关、与年龄呈现负相关关系；（2）各个体系中体系的满意度均不高，并且与内部各个要素呈现一定的关系，通过内部各要素的针对性完善，定能建设完善的“两分两换”新体系。研究结论：“两分两换”新体系在以上体系的基础上额外增加奖惩体系、土地农村配套体系、农民再就业体系、耕地保护体系、土地市场体系等，并且根据分析结果得出新体系的具体内涵。 关键词：两分两换土地流转体系建设新模式 The inquiry of the Two Separations And Two Exchanges new system based on multi-dimensional vision-based on the study of 190 farmers from 3 Town of Jiaxing Abstract:Research purposes:The”Two Separations And Two Exchanges” model means separating the homestead and contracted land,land requisition and demolition,using the contracted land management rights in exchange for social security and the homestead in exchange for housing.Through the study of existing”Two Separations And Two Exchanges”pattern,this thesis discovers problem in current system and tries to slove them.In a word,this thesis aims to improve the system of”Two Separations And Two Exchanges”,develop land circulation,promote new urbanization and urban-rural integration,and provide reference and theoretical guidance to land circulation in other areas.Research methods:Based on vast amount of bibliography and the guidance of the expert group,design preliminary questionnaire for the test research,and then fixed questionnaire based on the test findings,finally the”Two Separations And Two Exchanges”system is embodied as farmers own endowment condition,policy system,institution sysytem,appraisal system,financing system,bidding system, profit distribution system,land use system,legal system,supervision system, investment company system,and system of social security sy
