PAGE PAGE 28 新农村养老保险政策试行情况研究 ——基于河南省驻马店市平舆县李屯村的个案研究 摘要：现代化的今天，人口老龄化、空巢老人现象普遍，养老问题引起社会及国家的重视，新农保政策应运而生。新农保政策的试行情况如何呢？本文选取河南省驻马店市平舆县李屯村为对象，先从设计提出的原因及目的、新农保与旧农保相关概念的界定、我国农村养老保险政策的回顾对我国农村养老保险政策进行梳理，然后从河南省2008-2013年参保人数的变化、人们对新农保的认知度及财政的补贴情况这三方面来写目前我国新农保政策的推行情况。选取李屯村为样本，从影响李屯村参保意愿的因素中总结出李屯村新农保政策推行情况中存在的问题。最后根据李屯村存在的问题，提出完善新农保的一些建议。 关键词：新农保政策推行参保意愿阳光政府 The new rural pension insurance policies trial case study - A Case Study of Zhumadian City, Henan Province, Pingyu Li Tuncun Abstract: Today, modern, population aging, empty nesters widespread, pension issues of social and national attention, the new agricultural insurance policy came into being.
