PAGE PAGE 22 舟山市海岛人居环境宜居性综合评价 摘要 2013年1月17日，国务院正式批复《浙江舟山群岛新区发展规划》，这是我国颁布的首个以海洋经济为主题的国家战略性区域规划。由于历史上随着城市化进程的加剧，交通拥堵、环境污染、能源短缺等问题层出不穷，城市人居环境发生一系列恶化。因此，舟山提出打造“海上花园城市”的发展目标。 本文首先比较分析了中外人居环境理论与实践发展的过程，梳理了论文研究的理论基础。再以浙江省舟山市为研究区域，采用主成分分析的方法，根据舟山市市情选取了35个指标来建立评价指标体系，对舟山海岛人居环境宜居性进行定量分析和综合评价，找出问题所在，提出相应的优化对策建议。 本文的主要结论有：（1）经济效益及教育条件是影响舟山市人居环境的主要因素，舟山市的经济发展水平持续稳定地提高；（2）受经济效益及教育条件、经济质量都在持续稳定地提高着，但与此同时，牺牲了生态环境，海水污染严重，能源消耗量大；（3）对此提出的优化思路及建设对策：推动经济转型升级、提高经济发展质量；建设海洋生态文明，打造海上花园城市；加强和谐社会建设，改善人民生活水平。 关键词：舟山市；人居环境；主成分分析；指标体系 Zhoushan Abstract On January 17,2013,the state council formally approved”Zhejiang Zhoushan islands new district development planning”.This is our country promulgated the first with Marine economy as the theme of national strategic regional planning.Due to history as the aggravate that the urbanization process,such as traffic congestion,enveronmental pollution and energy shortage problems emerge in endlessly,deterioration of urban human settements enviroment.Therefore,Zhoushan is put forward to build the”Sea Garden Cities”development goals. This article first comparative analysis of the development process of theory and practice of domestic and foreign enveroment,combed the paper studies the theoretical basis.In Zhoushan city,Zhejiang province as the research area,using the method of principal component analysis,according to the selection of Zhoushan cities the 35 indicators to establish the evaluation index system,the Zhoushan island residential environment livability for quantitative analysis and comprehensive evaluation,find out the problem,put forward the corresponding oftimization countemeasures. In this paper,the main conclusions are:(1)The economic benefits and education conditions are the main factors influencing the Zhoushan city residential enveronment,Zhoushan’s level of economic development continue to steadily increase;(2)The economic benefits and education condition,economy have continued to steadily improve the quality,but at the same time,at th
