The cotruction of public rental housing， city garden， municipal facilities，and large oveeas projects of Belt and Road Initiative， all reflect the dynamicgrowth of project cotruction. However， modern cotruction has witnessed a largecale and an increasing quantity， which makes cotruction process a complex anddifficult task. Realizing project cycle is long and the risk is high， in order to puuethe maximum economic benefit， cotruction unit often sacrifice quality to speed upthe progress and decrease cost in compreheive management of progress， cost andquality. In addition， cotruction requires numerous manpower， raw materials，machinery and equipment and funds.
