中文摘要 摘 要 大旅游是随着旅游业的综合性、开放性和需求多样性的不断加强，旅游业作 为动力产业，跨行业、跨区域、跨所有制、跨资源属性的联合、协作形成大旅游 产业体系，满足多种旅游需求，产生综合功能效益，充分高效地利用各种旅游资 源和环境，协调人与自然关系的新型可持续发展的经济社会活动。大旅游不仅是 新的产业体系，也是一种新的理念和新的机制，更是一种人与自然和谐的新型可 持续发展模式。大旅游产业具有拉动经济增长，扩大内需，增加就业，带动相关 产业发展，保护环境，倡导文明，促使经济增长方式转变等多种综合功能。 本报告结合甘肃省旅游规划实践，基于发展模式和发展方式的转变，全面分 析论述了大旅游产业体系的建设与发展问题。报告共分为八部分。第一章绪论部 分对旅游产业及大旅游产业的内涵作了界定，评述了国内外旅游产业研究进展， 特别是与大旅游产业建设与发展密切相关的研究进展、技术和方法。第二章论述 了甘肃省的生态经济概括，为提出大旅游产业发展模式做了铺垫。第三章在对甘 肃省旅游业发展现状与问题进行分析和评述的基础上提出了旅游业的发展战略。 第四章深入分析了旅游产业的关联效应，重点分析了旅游业对经济、社会和生态 的影响效应，并结合甘肃实际对其潜力作了评估。第五章针对甘肃大旅游产业体 系的相关问题进行了研究，提出了甘肃大旅游产业体系结构优化和发展模式。第 六章结合案例分析研究了大旅游循环经济体系建设问题。第七章探讨了甘肃旅游 产业发展与生态环境保护问题，对水土资源、生态环境与旅游业的互动作用进行 了分析。第八章提出了研究结论和需要进一步研究探讨的问题。 关键词：大旅游产业；大旅游产业体系；产业联动；发展模式与发展战略； 甘肃省 1 英文摘要 Abstract Along with unceasing enhancements of comprehensive nature, openness and demand diversity of tourism, the tourism develops into the socio­economic power industry and comes into being a Comprehensive Tourism Industry through combinations and collaborations with different industries, regions, system of ownership and different resource attributes. Comprehensive Tourism is a new type of sustainable development social economic activity, which uses tourism resources and environments in efficient way and harmonizes the Human­nature relationship; which fulfils multifold tourism demands and produces the comprehensive benefits. Comprehensive Tourism is not only a new industry system, but also a new idea and the new type of human­nature harmonious sustainable development mode.
