By studying the data published in the 2014 Annual Report of Impact Facto of Chinese Academic Journals（Humanities and Social Sciences）， the article uses the methods of variance analysis and multiple regression analysis to analyze the influence of internal manuscript rate on journal quality in 72 social science journals of colleges and univeities. The following conclusio are drawn： （1）the internal manuscript rate of social science journals have a significant impact on the quality of journals； （2）the internal manuscript rate of 30% is the alert value of social science journals. Univeity journals should adjust the proportion of internal manuscript according to their own actual situation， through the rate of internal manuscript to show the features of journals. [Key words] Univeity journals Internal submition rate Compound impact factor 1 研究背景 在我国，高校及相关研究机构支持学报的编辑与建设工作由来已久，这些知名大学主办的学报综合性强，覆盖学科广，信息含量高，情报价值大，刊物本身具有很高的研究价值。对于高校学报的发展，内外稿的录用比例一直是重要的研究问题。内稿率是概括期刊内外稿采用的比率，内稿率越高说明期刊录用论文的与办刊单位的相同程度越高，该刊的稿件来源于本校内部的越多。内外稿问题一直是学报研究的焦点问题，但以往研究并没有对内外稿比例的具体标准给出明确的答案；部分研究提出期刊内稿率的标准，却缺乏统计数据的支撑。本研究以内稿率为研究对象，基于中国知网发布的《中国学术期刊影响因子年报（人文社会科学）》（以下简称“年报”）2014年第12卷数据及各高校学报刊登论文的资料整理所得，通过描述性统计、方差分析、多元回归分析等统计方法，探索内稿率对高校学报质量的影响，为各大高校学报与学刊发展提供参考。 1978年，部提出“高等学校学报是以反映本校教学科研成果为主的综合性学术理论刊物”[1]。1998年，教育部规定“高等学校学报是高等学校主办的，以反映本校科研和教学成果为主的学术理论刊物，是开展国内外学术交流的重要?@地。”[2]原新闻出版署同年提出内稿所占比例的下限：“学报刊登的稿件，三分之二以上是本校学术、科研论文或信息。”[3]有学者认为由于《高等学校学报管理
