PAGE PAGE IV PAGE PAGE I 摘 要 在大数据时代，我国正处于群体事件的频发期，因而研究大数据时代突发公共事件网络舆情治理具有重要意义。本文所运用的理论依据主要为：治理理论和公共危机管理理论。从目前来看，大数据时代我国突发公共事件网络舆情治理取得了一定的成效，如政府治理网络舆情理念的转变、政府初步完成了大数据平台的搭建等。与此同时，我国在治理突发公共事件网络舆情过程中也存在着相关法律不完善、治理方式缺乏科学性、缺乏大数据治理思维等问题。究其原因，主要是因为政府公共危机治理意识薄弱以及相关部门缺乏技术经验等。本文从我国当前实际出发，结合当下舆情发展的新势态，为其治理研究提供新思路。当前大数据背景下我国治理突发公共事件网络舆情的重点是建立完善法律法规、提高协作治理能力、树立大数据思维。 关键词：大数据时代；突发公共事件；网络舆情  Abstract In the era of big data, my country is in a period of frequent mass incidents, so it is of great significance to study the governance of public opinion on public emergencies in the era of big data. The theoretical basis used in this article is mainly: governance theory and public crisis management theory. Judging from the current situation in my country, in the era of big data, the governance of public opinion on public emergencies in our country has achieved certain results, such as the transformation of the governments concept of governance on the Internet, and the initial completion of the construction of a big data platform by the government. At the same time, in the process of managing public opinion on public emergencies in my country, there are also problems such as imperfect laws, lack of scientific governance, and lack of big data governance thinking. The reason is mainly due to the governments weak awareness of public crisis governance and the lack of technical experience in relevant departments. This article starts from our countrys current reality and combines the new trend of current public opinion development to provide new ideas for its governance research. Under the current background of big data, the focus of my countrys governance of public opinion on public emergencies is to establish and improve laws and regulations, improve collaborative governance capabilities, and establish big data thinking.
