PAGE PAGE II 摘 要 大学生村官的培养工作是使大学生村官能够在农村顺利开展工作并且在村民中树立威信的关键基础。大学生村官能否融入农村、获得信任、发挥作用直接取决培养的到位与否以及培养质量的高低。从1995年江苏省的“雏鹰工程”开始，“大学生村官”到今天已走过了二十六个年头，在这二十六年间，这项工作得到了长足发展，但也存有一些亟待改进的问题。　　本文以人力资本理论等的相关理论作为研究基础，通过运用文献、系统分析法充分研究、参考各类文献资料，并借鉴之前研究者的经验，对大学生村官培养问题进行相关研究。当前大学生村官的培养存在着一些比如：培养主体间交流商议少，难以培养出适合农村的人才；培养对象不被看重，没有得到应有的培养；培养内容合理性低，对实际工作帮助不大；培养方式创新不够，培养难以取得理想效果等问题。通过分析发现，之所以有这些问题，多多少少是与国家政策、地方政府、高等院校及大学生村官自身这几方有关。根据梳理出的问题，再结合剖析的原因，文章提出了健全国家培养相关制度、提高培养计划的合理性和科学性、创新高校培养模式、重视大学生村官的培养的解决对策，以期进一步完善大学生村官的培养，进而对于新农村的建设具有一定积极意义。 关键词：大学生村官；人才培养；大学生村官培养 Abstract The cultivation of university student village officials is the key foundation for university student village officials to work smoothly in rural areas and establish prestige among villagers. Whether college student village officials can integrate into the countryside, gain trust and play their role directly depends on whether the training is in place or not and the quality of training. It has been twenty-six years since the Young Eagle Project started in Jiangsu Province in 1995. During these twenty-six years, this work has made great progress, but there are still some problems that need to be improved urgently. Based on the human capital theory and the hierarchy of needs theory, this paper studies the cultivation of university student village officials with the methods of literature research and system analysis. The article makes full reference to all kinds of literature and draws lessons from the experience of many previous researchers.
