PAGE PAGE IV 论服务型政府建设 ——以宁波市为例 摘 要 进入21世纪后，经济全球化席卷全球，全球性经济活动牵涉到越来越多的经济主体，大型跨国公司、国际性组织对经济形态的影响越来越来越大。不同空间和层次上的各国经济在相互参与性不断加强的同时，传统的主权国家实体的行为边界和行为模式也由此发生变化。面对全球市场带来的全球化冲击，各国政府必须对传统的职能方式做出变革。只有认真准备，踏实改革，努力推进政府自身向服务型政府目标前进，才能有效应对全球化的挑战。本文从服务型政府的相关理论概述入手，通过分析宁波市在服务型政府建设中存在的问题及其原因，最后重点提出宁波市构建服务型政府的基本思路与建议。 关键词：服务型政府；体制改革；政府职能  Abstract After entering the 21st century, economic globalization has swept the world. Global economic activities involve more and more economic entities. The influence of large multinational corporations and international organizations on economic formation is getting bigger and bigger. At the same time that the economies of various countries at different levels and levels are constantly increasing in mutual participation, the behavioral boundaries and behavioral patterns of traditional sovereign state entities have also changed. In the face of the global impact of global markets, governments must change the traditional way of functioning. Only by carefully preparing, implementing reforms, and striving to advance the government itself to the goal of a service-oriented government can we effectively cope with the challenges of globalization. This paper starts with an overview of the relevant theories of service-oriented government, analyzes the problems and reasons of Ningbos service-oriented government construction, and finally puts forward the basic ideas and suggestions for building a service-oriented government in Ningbo.
