桂林航天工业学院毕业设计（论文） PAGE PAGE 1 Abstract: With the development of trade liberalization, the problem of labor protection in the social field has gradually become the focus of attention in the international community in recent years. In WTO, there has been a dispute between developed and developing countries on labour standards. Developed countries, such as Europe and America, try to link labor standards with trade in order to limit the export of labor intensive products in developing countries. SA8000 social responsibility system reflects the trend that the developed countries require the labor standards to be linked to the trade. The developed countries attempt to build up a new and hidden trade barrier by using SA8000 certification. We call it the blue trade barrier. The cheap labor resources has been Chinas labor-intensive products export competitive advantage, textile and other labor-intensive products occupy a large proportion in Chinas export trade, exports of labor-intensive products not only promote the development of Chinas foreign trade, and to solve the domestic employment pressure and the economy of our country growth has made a great contribution. The key to prevent the blue barrier is our labor intensive industry. The implementation of the blue barrier will weaken the comparative advantage of our labor force and make the export of labor intensive products face difficulties. Therefore, it is of great significance to study the impact of Blue Barriers on the export of labor intensive products in China and take positive measures to deal with it. Key Words: Blue barriers; labor intensive products; labor standards 内容摘要：随着贸易自由化的发展，社会领域的劳工保护问题逐渐成为近年来国际社会关注的焦点。在WTO中，发达国家和发展中国家关于劳工标准问题一直存在着争议。欧美等发达国家试图将劳工标准与贸易挂钩以此限制发展中国家劳动密集型产品的出口。SA8000社会责任体系正是体现了发达国家要求劳工标准与贸易挂钩的趋势，发达国家企图利用SA8000认证构筑起一种新型且隐蔽的贸易壁垒，我们称之为蓝色贸易壁垒。廉价的劳动力资源一直是我国劳动密集型产品的出口竞争优势，服装纺织等劳动密集型产品在我国出口贸易中占有相当大的比重，劳动密集型产品的大量出口不仅促进了我国对外贸易的发展，而且对解决国内就业压力和我国经济增长都做出了巨大的贡献。而蓝色壁垒重点防范的正是我国的劳动密集型行业，蓝色壁垒的实施必然削弱我国
