Something about the historyThe Chinese system of medicine has a history extending back to earliest days of the Chinese civilization.From the early 20th century , formal healthcare institutions including hospitals and western style medical schools began to flourish and in 1928 the first Ministry of Health(MOH)was formed.The period since 1949 has seen rapid improvements in health status and healthcare resources.

The Economic ReformThe economic reforms of the 1980s signaled the transition from the planned economy toward the Socialist-Market Economy(SME).Consistent with the program of economic reform and fiscal decentralization, MOH policy direction focused on holding hospitals fiscally accountable to boost their economic efficiency.
Changes after the Economic ReformNew policies(at the beginning of the economic reform): allowed for the reintroduction of private medical practices(1980); the pricing of services based on real cost(1985); the implementation of a service contract system and the allowance of sideline commercial activities to compensate for inadequate budgetary financing(1989).By the 1990s most urban hospitals were receiving less than 10 percent of there total revenue from the government budgetary allocation while generating 60 percent of their revenue by selling pharmaceuticals.
