摘要

人才是企业经营的重点，惟有企业或组织拥有优秀人才，企业才有可能生机不断。国企要生存要发展，就必须树立人力资源是第一资源的思想，人本管理思想正是以人为中心的管理思想。主要体现为充分尊重知识，尊重人才；把人作为企业最重要的资源，在工作中充分考虑到员工的成长和价值。使员工的利益得以最充分的体现。人本管理的理念使得全体员工成为管理活动主体的服务对象，管理活动的成功标志不仅要看企业目标是否实现，还要看员工的个人目标是否实现。所以，企业管理能否做到以人为本，事关企业内部稳定、企业目标能否实现和企业能否持续发展。因此，我们应该通过加大以人为本管理思想的宣传力度，坚持这种科学管理的舆论导向，以此引起广大国有企业管理者对以人为本管理思想的重视，实现管理观念的现代化、科学化，在管理过程中自觉实施人本管理，从而理顺广大职工的情绪，正确处理改革过程中个人与集体、局部与全局、眼前利益与长远利益的关系，动员广大员工为企业的发展主动发挥自己的聪明才智。

Abstract
