鹏博士内部控制环境分析.docx

摘要

中国政府一直致力于坚强中国企业的内部控制和审计，并且出台了一系列的行业法规和相关的一些制度。比如2001年中国的相关部门就出台了《内部会计控制规范一一基本规范(试行)》的文件。与2010年4月26日，我国财政部会同审计署、证监会、国资委、保监会、银监会等部门，发布了《企业内部控制配套指引》(简称配套指引)。其中，配套指引中的应用指引详细规定了内部环境的内容。

本文通过到鹏博士实际调研分析获取了集团内部控制环境的部分资料，同时采用询问法，从企业管理者及基层员工处了解了集团内部控制环境的的基本情况。文章主要从《内部控制规范指引》中对内部控制环境的界定:组织架构、人力资源、发展战略、企业文化和社会责任五方面来分析鹏博士的内部控制环境的现状，通过对现状的分析发现其在各方面存在的问题以及产生各种问题的原因，并针对存在的问题提出了相应的解决对策。

Abstract

ChinagovernmenthasbeencommittedtostrengtheningtheinternalcontrolandauditingofChinaenterprises,andhasissuedaseriesofindustryregulationsandrelatedsystems.Forexample,in2001,therelevantdepartmentsinChinaissuedthedocumentInternalAccountingControlStandards-BasicStandards(Trial).OnApril26th,2010,ChinasMinistryofFinance,togetherwiththeNationalAuditOffice,ChinaSecuritiesRegulatoryCommission,State-ownedAssetsSupervisionandAdministrationCommission,ChinaInsuranceRegulatoryCommission,ChinaBankingRegulatoryCommissionandotherdepartments,issuedtheSupportingGuidelinesforEnterpriseInternalControl.Amongthem,theapplicationguidelinesinthesupportingguidelinesspecifythecontentsoftheinternalenvironmentindetail.

Inthispaper,throughtheactualinvestigationandanalysisofDr.Peng,someinformationabouttheinternalcontrolenvironmentofthegroupwasobtained,andatthesametime,thebasicsituationoftheinternalcontrolenvironmentofthegroupwasunderstoodfromtheenterprisemanagersandgrassrootsemployeesbymeansofinquiry.ThispapermainlyanalyzesthepresentsituationofDr.Pengsinternalcontrolenvironmentfromfiveaspects:organizationalstructure,humanresources,developmentstrategy,corporatecultureandsocialresponsibilitydefinedintheGuidelinesforInternalControlNorms.Throughtheanalysisofthepresentsituation,itfindsouttheproblemsexistinginvariousaspectsandthecausesofvariousproblems,andputsforwardcorrespondingsolutions
