中药材特色产业扶贫效率的评价研究

摘要特色产业扶贫是发展壮大乡村产业、拓宽农民增收的重要渠道。中药材特色产业扶贫是资源禀赋较高地区农民脱贫致富的重要路径，以湖北省蕲春县中药材特色产业为例，运用超效率DEA-Tobit模型，实证分析中药材特色产业扶贫效率评价研究。结果表明：中药材产业具有较好的市场需求，总体上蕲春县中药材产业扶贫效果显著，效率值大于1，进一步探究了产业扶贫绩效的影响因素发现：产业结构升级对扶贫效率有负向影响;经济发展水平和财政支农对产业扶贫效率有正向促进作用。基于上述结论，得到以下启示：进一步优化产业结构升级，合理扩大中药材种植面积、改善种植品种，不断加大财政支农投入力度和创新财政支农方式等。提升贫困区域中药材市场综合竞争力，放大中药材产业扶贫的成效，巩固拓展脱贫攻坚成果同乡村振兴有效衔接。
