modelundertheperspectiveofmainbodyisdividedintointer-provincial
collaborativelegislativemodel,inter-municipalcollaborativelegislativemodel,
andprovincialandmunicipalcollaborativelegislativemodel.Thelegislative
modelsfromtheperspectiveofmodearedividedintoconsultationmodel,
modelcoordinationmodel,andjointconsultationmodel.Subsequently,
empiricalanalysesarecarriedoutfromthetwoperspectivesincombination
withpracticepatternstoanalysetheiroperation.Throughtheanalysis,itis
foundthattherearetwodilemmasthathindertheruleoflawprocessof
regionalcoordinatedlegislationmodel:thecommondilemmacausedbythe
institutionaldefectsoftheregionalcoordinatedlegislationitself,the
hierarchicaldilemmacausedbythedifferentlevelsandcompetenceof
coordinatedlegislationsubjectsunderthesubjectperspective,andthe
selectionandproceduraldilemmabroughtbyinsufficientselectionof
legislativemodelsandoptimisationofproceduresunderthemodeperspective,
whichissummarisedasaspecialdilemmainthetext.Finally,thetwo
dilemmasaregiventocracktheway,forthecommondilemmatoimprovethe
regionalco-operationofthelegislativesystemtocrack.Forthehierarchical
dilemmaundertheperspectiveofthemainbodybyusingtheconceptofnew
regionalism,theprincipleofsubsidiarity,andclarifythescopeofthe
coordinatedlegislationtoeasethehierarchicalcontradiction.Forthechoice
andproceduraldilemmaundertheperspectiveofmode,thesolutionisto
clarifythebasisofchoiceandoptimisetheproceduralmechanismofthe
legislativemodel.Theabovesuggestionsandimprovementsareintendedto
providereplicableexperienceforthepracticaldevelopmentofregional
coordinatedlegislationandtheimprovementofregionalcoordinatedlegislation
models.
