Thispaperdrawsonthe“AGIL”functionalmodelofsocialactionsystems
theoryasaframeworkforanalysis,thispaperdiscussesthefeasibleoptimizationpath
ofsocialworkorganizationtopromotehome-basedcarefortheagedinthe
communityfromfouraspects:enhancingtheadaptivefunction,maintainingthe
goal-achievingfunction,improvingtheintegratedfunction,andoptimizingthe
potentialmode-maintainingfunction,thefollowingsuggestionsareputforward:
firstly,toenhancetheadaptabilityoftheinstitution,toexplorepotentialresources,to
strengthenthetop-leveldesignofthegovernment,andtostrengthenthemain
responsibilityofthegovernment;secondly,thesocialworkinstitutionshouldsetclear
goals,tostimulatethegoal-drivenconsciousness,tostrengthenthegoal-achieving
function,toshapethecooperativehubandsymbioticstructure,tostrengthenthe
integratedfunction,toconstructthemulti-agentcooperationplatform,andtoenhance
the“Hematopoietic”functionoftheorganization,finally,socialworkorganizations
shouldestablishaneffectiveevaluationfeedbacksystem,maintainthesmooth
operationofthesystem,andfostera“People-oriented”valuesystem,thecohesionof
commonvalues.
