摘要

现代物流的开展趋势是信息化、自动化、网络化、智能化和柔性化，物流信息贯穿于物流活动的整个过程，以实现物流企业提高运营效率，降低运作本钱，增强核心竞争力，因此建立基于计算机和通信技术的公共物流信息平台是现代物流的必由之路。

本文首先综述了国内外物流信息平台规划建设和理论研究进展情况，分析了我国物流信息平台建设所存在的问题，阐述了建设城市物流信息平台的必要性。接着对洛阳市物流信息效劳现状进行调查分析。然后在深刻理解城市物流公共信息平台的含义及其作用的根底上，从城市物流信息化组成的角度入手，通过分析城市物流公共信息平台各个使用对象所需的具体功能及其功能定位，提出了城市物流公共信息平台整体规划和每个子平台详细设计思路。最后，根据城市物流信息平台规划理论，在广泛调研的根底上，论述了构建洛阳市公共物流信息效劳平台的可行性、必要性、根本功能及构建模式。本文对洛阳市公共物流信息平台的构建具有一定的理论价值和实际意义。
