基于PMC指数模型的中医医保支付方式改革政策

【摘要】

目的：分析中医医保支付方式改革实施的政策文件，挖掘政策的核心内容与薄弱部分，为后续优化中医医保支付方式

改革政策提供参考。方法：对收集到的28项政策文本进行文本挖掘，构建PMC指数模型对2017-2023年13项具有代表性的政策进

行量化评价。结果：13项政策PMC得分均值为6.52，政策制度总体良好，其中有9项政策为良好政策、4项政策为及格政策。结

论：中医医保支付方式改革政策仍有待完善，未来应不断扩大改革范围，构建多元复合的定价机制，完善配套的监督保障措施，

在政策制定时应区别于西医，充分体现中医特色和政策倾斜。

【Abstract】

Objective:AnalyzethepolicydocumentsforthereformoftheTCMmedicalinsurancepaymentsystem,andidentifythecore

contentandweakpartsofthepolicy.ThisstudyaimstoprovideabasisandreferenceforoptimizingtheTCMmedicalinsurancepayment

systemreformpolicyinthefuture.Methods:Textminingwasconductedon28policydocuments,andaPMCindexmodelwasconstructed

toquantitativelyevaluate13representativepoliciesfrom2017to2023.Results:ThemeanPMCscoreforthe13policieswas6.52,

indicatingthatthepoliciesandsystemsweregenerallygood.Ofthe13policies,9wereconsideredgoodpolicies,while4wereconsidered

passingpolicies.Conclusion:ThepolicyreformonpaymentmethodsforTCMunderthemedicalinsurancesystemstillrequiresfurther

improvement.Inthefuture,thereformscopeshouldbeexpandedcontinuously,andadiversifiedandcompositepricingmechanismshould
