learning,teachingandresearch,andmakingfulluseofinformationtechnology.
Consequently,theactivitiesoftheCDCC(CouncilforCulturalCo-operation),its
CommitteeforEducationanditsModernLanguagesSection,havebeenconcernedto
encourage,supportandco-ordinatetheeffortsofmembergovernmentsand
nongovernmental
institutionstoimprovelanguagelearninginaccordancewiththesefunda-mental
principandinparticularthestepswhichtheytaketoimplementthegeneral
measuressetoutintheAppendixtoR(82)18:
A.Generalmeasures
1.Toensure,asfaraspossible,thatallsectionsoftheirpopulationshaveaccess
toeffectivemeansofacquiringaknowledgeofthelanguagesofother
memberstates(orofothercommunitieswithintheirowncountry)aswellas
theskillsintheuseofthoselanguagesthatwillenablethemtosatisfytheir
communicativeneedsandinparticular:
1.1todealwiththebusinessofeverydaylifeinanothercountry,andtohelp
foreignersstayingintheirowncountrytodoso;
1.2toeinformationandideaswithyoungpeopleandadultswho
speakadifferentlanguageandtocommunicatetheirthoughtsandfeelings
tothem;
