生成式人工智能赋能“社会保险学”数智化转

型的路径分析研究

摘要

在全球数字化转型与人口结构变革的背景下，社会保险体系面临参保对象多元化、基金平衡压力大等挑

战，传统管理模式亟待革新。生成式人工智能凭借自然语言处理、数据生成与智能决策能力，为社会保

险学数智化转型提供新路径。本文系统分析其应用场景与潜在价值：在服务场景中，通过智能客服与文

档自动化提升效率；在风险防控领域，利用多源数据构建动态预警模型保障基金安全；在政策层面，借

助模拟推演优化决策科学性。其潜在价值体现在提升服务效能、强化风险防控、优化政策决策及推动学

科理论创新。研究提出构建适配业务的AI技术架构、推进数据整合治理、强化跨学科人才培养、完善政

策法规与安全机制的实现路径，旨在为社会保险学数智化转型提供理论与实践指引。

Abstract

Againstthebackdropofglobaldigitaltransformationanddemographicstructurechanges,theso-

cialinsurancesystemisconfrontedwithchallengessuchasdiversifiedinsuredobjectsandsignifi-

cantpressureonfundbalance,andthetraditionalmanagementmodelurgentlyneedsinnovation.

Generativeartificialintelligence,withitscapabilitiesinnaturallanguageprocessing,datagenera-

tionandintelligentdecision-making,providesanewpathforthedigitalandintelligenttransfor-
