新能源汽车产业面临的贸易壁垒与扶持政策的分析

摘 要：自2021年起，新能源汽车在我国广泛普及并积极出海，成了我国出口的“新三样”之一。但是，在这

种良好局面下，我国新能源汽车频繁遭遇欧盟、美国等国的多种贸易壁垒。本文通过梳理新能源汽车

以及其相关产业链面临的来自欧盟及美国等多国的关税与非关税壁垒，以及东南亚多国对新能源汽车

的扶持政策，来分析我国新能源汽车面临的外部环境，提出在国家层面，应建立友好国家清单机制、

加大对绿色供应链的扶持政策；在企业层面，应采取本地化策略、优化出海模式的建议。

Abstract：Since2021,newenergyvehicleshavebeenwidelypopularizedinChinaandactivelygoingtosea,becomingoneofthenewthreeofChinas

exports.However,inthisgoodsituation,ChinasnewenergyvehiclesfrequentlyencounteravarietyoftradebarriersfromtheEuropeanUnion,

theUnitedStatesandothercountries.ThispaperanalyzestheexternalenvironmentfacedbyChinasnewenergyvehiclesbysortingoutthe

tariffandnon-tariffbarriersfacedbynewenergyvehiclesandtheirrelatedindustrialchainsfromtheUnitedStates,theEuropeanUnionand

othercountries,aswellasthesupportpoliciesofmanySoutheastAsiancountriesfornewenergyvehicles.Atthenationallevel,itisproposedto

establishalistmechanismoffriendlycountriesandincreasesupportpoliciesforgreensupplychains,Attheenterpriselevel,itisrecommended

toadoptlocalizationstrategiesandoptimizetheoverseasmodel.
