【摘要】

目的：探讨中医医保支付方式相关政策文本的侧重点与不足，为后续政策优化调整提供参考。方法：采用内容分析

法，梳理2009-2024年国家层面颁布的关于中医医保支付方式的相关政策，构建以政策工具类型和利益相关者内容为要素的X-Y

二维框架进行分析。结果：共筛选出32份有关中医医保支付方式的政策文件，最终形成16个主题，491个参考点。从政策工具维

度来看，供给型政策工具占33.81%、需求型政策工具占23.83%、环境型政策工具占42.36%；从利益相关者维度来看，其中参保

人占11.81%、医疗服务提供者占20.78%、医疗保险机构占30.75%、政府部门占36.66%。结论：建议进一步优化政策工具运用组

合，注重中医医保支付政策工具结构的协调平衡，调整政策子工具使用力度，促进中医医保支付方式改革全面发展，聚焦医疗服

务供需双方需求，探索中医医保支付改革的公平普惠。

Objective:ToexplorethefocusandshortcomingsofpolicytextsrelatedtotraditionalChinesemedicine(TCM)medical

insurancepaymentmethods,andprovidereferencesforsubsequentpolicyoptimizationandadjustment.Methods:Usingcontentanalysis,

policydocumentsonTCMmedicalinsurancepaymentmethodsissuedatthenationallevelfrom2009to2024werereviewed,andanX-Y
