Abstract

Thecostriskofwaterconservancyprojectrunsthroughthewholeprocessofprojectconstruction,whichaffectstheeconomicbenefit

andconstructionqualityoftheproject.Costriskscomefromawiderangeofsources,includingpoliciesandregulationschanges,

naturalenvironmentuncertainty,constructionmanagementerrors,materialandequipmentpricefluctuationsandcapitalchainfracture

andotherfactors.Accuratelyidentifyingriskcategoriesandusingscientificmethodsforevaluationandpredictionarethekeyto

improvethecostmanagementlevelofwaterconservancyprojects.Thispaperanalyzesthecompositionandmaincategoriesofthe

costrisksofwaterconservancyprojects,andconstructsasystematiccostriskcontrolsystemtoimprovethecontrollabilityofthe

projectandensurethesmoothimplementationoftheproject.Throughtheriskearlywarningmechanismandinformationmeans,the

fineandintelligentcostmanagementcanberealized,andtheprojectinvestmentefficiencyandprojectmanagementefficiencycanbe

improved.

摘要

水利工程造价管理是确保工程经济效益和社会效益的重要环节，其影响因素复杂，涉及自然环境、施工技术、经济政策等

多个方面。本文分析了水利工程造价的构成要素及其管理现状，探讨了地质条件、水文气象、生态环境保护等自然因素对

造价的影响，并进一步分析了施工方案、设备材料、组织管理等施工技术因素的作用。此外，研究了原材料价格、政府财

政政策、法规标准等经济与政策因素对工程造价的制约作用。在此基础上，提出了针对设计、施工、运营维护等不同阶段

的造价控制策略，包括优化设计方案、提高施工管理水平、完善投资与成本控制机制等。最后，结合行业发展趋势，提出

了提升水利工程造价管理水平的建议，以期为水利工程建设提供有效的成本控制方案，提高工程投资效益和管理效率。
