In all phases of project construction, may claim in construction stage, but many claim happened. On both sides of the construction contract both sides claim was maintenance for the rights of the legitimate interests. It both sides with the contract conditions, like the contract responsibility constitutes a strict contract constraint relationship. The contractor may claim to owner; Owners can also claim to the contractor. Claim and engineering contract also exists,it can ensure the implem-entation of the contract,implement and adjust contract both sides of economic responsibility relations, maintenance contract party to legitimate rights and interests of project cost more reasonable,project smoothly provides great help. This paper raises questions,analyze and solve the problems of building construction,function, the concept of claim, the causes and classification of engineering management is discussed and research, puts forward a series of events construction claims that solution
