Safe and efficient transport, affording accessibility from abroad and mobility on arrival, is a critical consideration to facilitate progress whereas its absence acts as a barrier. The paper discusses these issues with reference to Indonesia and the implications of a European Union ban on Indonesian airlines. Keywords：destination development ; European Union airline ban ; Indonesia ; tourism ; transport THE IMPORTANCE OF TRANSPORT TO TOURISM The very close relationship between tourism and transport is documented in the literature, although there is a consensus that transport issues have tended to be marginalised in tourism research. Nevertheless, the history of tourism is shown to have been shaped by advances in transport, which is the vital enabling element that facilitates travel, touring and tourism development. Transport innovations and supporting technologies have allowed more people to travel further than even before at an affordable cost, making modern mass tourism possible. Civil aviation has been particularly important, permitting travel on a large scale to destinations around the world, which were previously unreachable. More recently, the rise of low cost carriers has transformed the airline industry and opened up new tourism opportunities for peripheral areas that are served by smaller airports.
