高校信息化建设与IT治理研究——以C大学信息系统监控平台为例.pdf

中文摘要 随着信息技术日新月异地发展,高校的信息化建设也越来越完善。信息资 源的重要性与日俱增。信息化工作已经渗透到高校教学、科研、管理和校园生 活的方方面面,并且已经成为提升高校核心竞争力的重要手段,教育信息化建设 工作正被各个高校重视和实施。 但是,目前高校信息系统管理尚存在很多问题,例如 IT组织管理割裂,IT 服务管理缺乏流程保障,缺乏统一的管理策略和管理方法,信息系统缺乏长期 规划等。 本文提出了高校信息化发展过程的四阶段论,认为现阶段的高校信息化建 设过程中, 信息化工作的焦点已经不再是技术和设备是否先进, 而是逐渐转移 到如何整合信息技术资源, 如何对 IT 基础设施、各项 IT 应用等, 进行有效的 规划、组织、协调和控制, 实现 IT 资源的充分、合理、有效利用, 以更好地为 教师、职工和学生提供高效、可靠、安全、满意、持续改进的 IT 服务。因此, IT治理的重要性与日俱增。 由于 IT 治理标准发展很快,尤其是 ITIL、COBIT 等,昀新版本发布距今 不足一年。本文对几种 IT治理的主要标准 (ITIL、 COBIT、 ISO17799和 PRINCE2) 的新旧版本进行了对比,试图理清 IT治理标准的发展趋势,并对几种标准的适 应范围等方面做了比较,提出现在各种标准更趋向于相互支持,可以结合多种 标准共同实现 IT治理。 昀后,本文提出了针对某高校的信息化进行 IT 治理的方案,结合 IT 服务 的生命周期和信息系统的生命周期,参考 ITIL的核心流程,实现了一个管理信 息系统的信息系统,即信息系统监控平台。 关键字 IT治理 ITIL COBIT 信息安全认证 ISO17799 PRINCE2Abstract As the development of information technology, college informationization is speeding up all the time.
