高新技术产业开发区公务员激励机制研究 ——以威海火炬高技术产业开发区为例.pdf

摘 要有效的激励机制是调动一个组织及其工作人员积极性的基本制度之一。在 我国公务员制度健全和完善过程中,公务员激励机制的建设是重点和难点之一。 威海火炬高技术产业开发区(以下简称威海高新区)为提高行政效率,正在探 索建立和完善公务员激励机制工作。希望通过建立有效的激励机制,调动公务 员的积极性和创造性,促进公务员队伍建设,从而提高行政管理水平,加快建 设创新型园区,实现经济社会又好又快发展。 本文运用人力资源相关理论知识,采用实证分析的方法,从我国公务员激 励机制现状出发,借鉴国外公务员激励机制的做法和经验,以威海高新区为例, 紧密结合该区公务员激励的实际及特点,深入探讨了高新技术产业开发区(以 下简称高新区)公务员励机制的构建和完善问题。 本文认为,构建威海高新区公务员的激励机制可以从以下几个方面入手: 一是转变行政理念,为公务员激励机制创造良好的行政文化环境;二是完善录用 晋升机制,为实施“人才战略”提供制度保证;三是优化薪酬结构,吸引和留住 优秀人才为高新区发展切实做出贡献;四是完善绩效考核体系,加强考核结果对 公务员的正面激励功能;五是构建学习型组织,建立多元化、高水准的公务员培 训新模式。关键词:高新区;公务员;激励机制 Abstract An effective incentive mechanism is one of the basic systems to mobilize an organization and its staffs enthusiasm. In the process of establishing and perfecting the Systems of State Civil Servants, the construction of civil service incentive mechanism is one of the focal points as well as the difficulties. Weihai Torch Hi-tech Science Park hereinafter referred to as the Weihai High-tech Park is now exploring the establishment and improvement of civil service incentive mechanism in order to improve administrative efficiency.
