新 时 期 侨 务 行 政 研 究 摘 要 侨务工作是一项极具中国特色的公共领域的工作。数千万海外侨胞是中国 和平发展的重要资源和宝贵财富。在新的历史时期，如何进一步加强和改进侨 务工作，使这一独特优势在实现中华民族伟大复兴的进程中发挥更大的作用， 是一个现实而重要的课题。 本文从公共管理学的视角，努力探讨侨务工作的总体格局。在回顾百余年 来中国侨务行政的发展脉络和分析现实侨务工作基本状况的基础上，全面描述 了“侨务行政”这一概念和其基本内涵，并针对当前侨务工作的主要缺失和开 展工作的几个关键难点，提出了要转变工作思维模式、要加强涉侨政策的研究 与制定、要建立侨务工作协调机制等项具体建议。 本文从全新的角度探索侨务工作的发展。希望对进一步解放思想，全面推 进侨务工作产生积极影响。 1 新 时 期 侨 务 行 政 研 究 Summary The Overseas Chinese Affairs is a kind of public fields work with obvious Chinese characteristics. Tens of millions of overseas Chinese are the important resources and invaluable fortune for the peaceful development of China. In the new period of history, its an important and realistic subject to study that how to further improve and strengthen the work on Overseas Chinese Affairs and exert its prominent effect as a rather unique predominance in the course of the great rejuvenation of the Chinese nation. In this thesis, the whole structure of the Overseas Chinese Affairs work has been deeply studied from the point of view of Public Administration.
