要 本文在研究了国内外相关研究成果的基础之上，认为就政府的政策和行为对 投资环境的决定性而言，投资环境以及投资环境的改善实际上就是政府提供的一 种公共产品。投资环境是一个地区所特有的决定企业进行生产性投资、创造就业 以及扩大规模的各种机会和 励因素的一系列因素。在一个国家范围内，影响企 业业绩的最重要的投资环境因素是：基础设施、市场进入和退出壁垒、技能和技 术禀赋、劳动力市场的灵活性、国际一体化、私人部门参与、非正常性支付、税 收负担、司法效率、金融状况等。 东部地区如上海市和浙江省是国内经济较发达地区，该地区的投资环境优于 中部地区，因而有值得中部地区借鉴的的经验。为此，本文选择中部地区的湖南 省、江西省、河南省、湖北省 （由于数据原因，没有包括安徽和山西 省），东 部地区的浙江省、上海，运用数量分析方法对以上八类指标进行所选择地区之间 投资环境的衡量和比较。 最后，本文根据对中部地区投资环境评价的结果，针对提高劳动力素质、深 化社会保障体系改革、提高劳动力市场的灵活性、发展地方金融业、完善地方金 融管理机构职能和地方政府创新等方面对中部地区各级政府改善投资环境的工作 提出一些政策建议。 关键词：投资环境 投资环境评价法 1 Abstract The exact understanding to investment environment as well as to the components of investment environment is the key to estimating investment environment.This paper based on the review of relative research home and abroad suggests that investment environment and its improvement actualy are a kind of public goods provided by government as far as governmental policies are decisive to investment environment is concerned. Investment environment is a set of incentive factors and opportunities that determine whether firms invest in production and expand its scale.Within a state, there are some essential factors determining coporation performance: infrastructure, barrier to market acces, barrier to maket exit, skill and skill endowment, felexibility of labour market,internaional integration, privat sector paticipation, unusual payments, tariff burden, judicature efficiency and financial situation. The east parts of China such as Shanghai city and Zhej iang province are more advanced in economic development. This paper speculates that the investment environment in this region is better than the central part of China, thus there are some experiences the central partt of
