要 2004 年至2007 年连续四个中央一号文件，就农村金融改革和体系的建设搭建 了简括的框架。如何发挥农业政策性银行的支农作用，促进我国农业、农村社会 的长治久安，是一个亟待研究和解决的重大问题。本文从中国农业政策性银行发 展的现实状况出发，描 我国农业政策性银行发展、演变轨迹及现状；系统分析 了其存在的主要问题、改革发展的必要性和可行性，以及在建设社会主义新农村 的大环境下，对农业政策性银行的业务发展取向产生的影响，提出了农业政策性 银行业务发展的目标趋向及实现这一目标的具体措施。 本文在对农业政策性银行发展的必要性和可行性分析的基础上，比较全面地 勾画出了在建设社会主义新农村的大背景下，我国农业政策性银行的业务发展的 应有基本框架和目标模式。分析了支农和农业政策性银行业务发展之间的相互关 系，并提出：农业政策性银行只有紧密围绕社会主义新农村建设不断发展，才能 成为真正的政策性支农金融机构。 关键词：农业政策性银行 业务发展取向 支农作用 1 Abstract Brief but comprehensive frame has been described with regard to the establishment of the rural financial reforms and the system in 2004 to 2007 number one documents of Chinese central authorities. It is an important problem demanding prompt solution that how to bring the credit support function of the agricultural political bank into play, and promote the development of Chinese agriculture and rural area. Based on the actuality of Chinese agricultural political bank. This paper describes its development, evolvement and current situation. It systematically analyses its primary problems, the necessity and the feasibility of reform of Chinese agricultural political bank. This paper also analyses the effect on the development orientation of Chinese agricultural political bank under the background of building new socialist countryside, and puts forward its target with concrete measures.
