要 邮政储蓄是中国金融体系的一个重要组成部分，随着邮政金融体系改革的实 施，中国邮政储蓄银行已成立，并正式走上了商业化银行之路。本文从立足现代 银行商业化运作入手，分析目前吉安市邮储分行的现状，用SWOT 分析法总结出 当前吉安市邮储分行在现实背景下所具有的优势与劣势，所面临的机遇与挑战， 进而阐述在实际应用中吉安市邮储分行商业化运作所应采取的具体策略和措施。 首先是商业化运作总体策略，确定其市场定位、总体目标和未来几年的发展 战略，确立 要依托邮政网络，服务城乡大众，支持‘三农’的零售银行”的定位。 接着在此定位的基础上，本文提出了产品体系重构策略，针对负债业务、资 产业务、中间业务和理财类业务提出了具体的发展策略。 最后，围绕吉安市邮储分行的市场营销策略、人才管理策略、风险控制策略、 科技创新策略提出了具体的措施。 关键词：邮政储蓄银行 商业化运作 发展战略 1 Abstract Postal savings is an important part of Chinas financial system. With the implement of reforms on postal savings system, Postal Savings Bank of China (PSBC) is on the road to commercialization after establishment. Starting with the commercial operation of modern banks, the paper studied the status quo of Jian Branch. Appling the SWOT analytic methods, it summarized the advantages and disadvantages, opportunity and challenge of Jian Branch at present, then illustrated the specific tactics and measures Jian Branch should take in practice. First it introduced the general strategy, including the market positioning, general objectives and the development strategy in the next few years. This strategy located Jian Branch as a Retail Bank relying on post network, serving urban and rural people , supporting agriculture, countryside and citizens. Then, on the basis of this orientation , Products Reconfiguration Strategy was proposed, aiming at the concrete development strategy of debt , assets, intermediary and finance business. Finally it put forward the detailed measures for Marketing Strategy, Talent Management Strategy, Risk Management Strategy and technology strategy of Jian Branch.
